You wouldn't have to "dig down" to find water as it's right there. Any water on the surface has no where to go as the ground is saturated. Water may even stand on the ground to some extent. A large part of the area of a swamp may be covered with water, and only a few plants that can stand having their roots completely wet will emerge.
