When sitting in the driver´s seat you´ll find a small locker (for coins etc.) just above your left knee. There is a little black knob on the top. Unscrew the knob and open the lid. Behind it you can see fuse box. (VW transporter 1991)

Volkswagen Transporter was created in 1950.
The Volkswagen Transporter T4 was first released onto the market back in 1990. The Volkswagen Transporter T4 then ceased production 13 years later in 2003.
This fuse is located in the dash fuse box. Upper fuse box, top row, 3rd from the left, a blue 15 amp fuse. On the recent models of the VW Transporter TDI Diesel for example, the Fuse is 3 from the right hand end. Same row, same box, same colour/rating.
