Country codes never begin with zero. Country codes beginning with +2 are mostly in Africa, although +297, +298, and +299 are in other regions. You need at least one or two more digits to specify which country.
If you are calling from a place where 000 is the international access prefix, then you might be calling Africa (country codes beginning with 2). If you are calling within your country, you need to say which country.

+2 (or 00 2) is not a complete country code, but many country codes for African countries start with +2, e. g. Egypt (+20), South Africa (+27). Except for Egypt and South Africa, all country codes beginning with +2 are three-digit codes; for example:

Kenya +254

Algeria +213

Libya +218

Most country codes beginning with +2 are in Africa, although Aruba (+297), the Faroe Islands (+298) and Greenland (+299) were included because there were no available codes in more geographically appropriate ranges.
