No, that is incorrect. That sensor is the air bag sensor which causes the airbag to deploy in an accident.
The Wrangler TJ's ECM is located in the engine compartment on the passenger-side fire wall, it is under a protective aluminum cover. Once that cover is removed, you'll find three large electrical connectors that connect to the ECM.
For right-hand drive non-U.S. models, that would be on the driver's side. But in the U.S. and with left-hand drive Wranglers, it is on the passenger side.
