The previous answer is way off base, 92-95 Civics (except for VX and HX)
DO NOT HAVE EGR VALVES !!!
If you failed the emission tests because of HIGH NoX but everything else passes with flying colors, Schooling tells you have a bad EGR Valve/System.
That is correct, expect in this case....
My solution, new sparkplugs, seafoam, and oil change.
