Bottom drivers-side, engine-side corner of the radiator. A total pain to get to and there's part of the frame in the way, so coolant gets everywhere. (This is from experience gained within the last 30 minutes.) It's also plastic and can break if you're not careful. Some recommend disconnecting the lower radiator hose on the other side instead.

On a 2001 Monte Carlo it is located on the radiator just below the radiator cap.
It is at the worst place possible on the bottom of radiator. It is sometimes easier to remove one end of the lower hose to drain system. Many times you have to take aprt the radiator shroud( usually a 2 piece) to get at the plug.

And there is no drain plug on an 2002 Monte Carlo 3.8 v6 , so you will lose less antifreeze if you just disconnect the upper radiator hose from the thermostat housing then hold that hose up. I only lost maybe a quart of antifreeze.
