In the US and Canada:

Tea Cup Pigs (which are a pot belly pig under 14") range from 500 - 2000, depending on quality and size.

Micro Pigs, (which are 12" and under and have a more normal pig look and body) sell for 1500 - 5000, depending on quality and size.

Be careful of the word "cheap" when you are referring to an exotic pet, especially if you want a pet pig. True and dedicated breeders of tea cup (pot belly pigs) or micro pigs (cross breeds smaller and have a different look than pot belly pigs) the ones that will stay under 40lbs as adults, have invested a LOT of money into quality breeding stock and it takes many generations of breeding to produce the desired smaller pigs.

Some people, thinking it would be fun and profitable, will breed a pair of pet pigs they bought intact without knowing what they are doing and can end up selling piglets (which are ALL small when young) that will turn into 100lb+ pets as adults. If you want a true tea cup or micro pig, let quality be your guide, not how low you can buy one for. It is really buyer beware out there when it comes to buying a miniature pet of any kind, especially the pig and sometimes it is better to pay the real value and be able to get what you are paying for along with the lifetime support that a good breeder will provide.
