if u follow the lower raditor hose to the engine its right there to the left of it
There is not a temperature fuse it has a coolant temperature sensor at the back of the cylinder head
If you have a 1999 Passat V6, the coolant temperature sensor is located in the lower radiator hose.
Directly behind the cylinder head. Should have a green colored top on it .1 connector. Metal clip holds it in
The coolant temp sensor for a 2003 Passat 1. 8L is located on top of the engine, near the upper radiator hose. It constantly monitors the engine's temperature and adjusts the cooling fan as needed.
It's on the rear coolant flange way in the back by the firewall.

well one thing i would cheak is you muffler it could be leaking out there if so you have a craked block --- I had a '93 Passat with a bad head gasket. The water was leaking into cylinder #1 and evaporating into the exhaust, completely bypassing the oil. The VW mechanic said this was not uncommon. The car passed the coolant pressure test, but when the mechanic pulled the spark plugs he could see the coolant in the cylinder using a flashlight.
