Flanders is not a country nor a state, it's currently a region.

Since 1831, the word Flanders is used to name the northern region of Belgium, where most inhabitants speak Dutch.

When spoken about Flanders in WWI, commonly the area now approximately containing Occidental Flanders (the most western part of the region) is meant. There during WWI many battles where fought, especially in the Northwest (nearby cities like Diksmuide, Ieper...).

For there used to be many poppy fields there, this became an import symbol for the First World War.
