Beneath the dash on the drivers side, behind the fuse block. There are a few relays there. It is a green plastic box, maybe 1.5 x .75 x .75 inches, with a 3-prong plug. And the dealer wants $100 for it.

From Haynes Repair Manual for Ford Ranger Pickups 1993 - 2005: " (1)Disconnect the negative cable from the battery; (2)The flasher relay for 1993 and 1994 models is located on the interior fuse panel; on 1995 and later models it's under the instrument panel to the right of the steering column.
