The fuel pump is in the fuel tank. It is accessed by removing a cover on top of the tank. The cover is under the carpet on the rear deck.

Since you are dealing with gasoline (highly flammable) I strongly recommend you get a shop manual. It will have detailed instructions on removal and replacement of the pump. My favorite is the "Mazda Miata 1.8 Liter Enthusiasts Shop Manual". You can find it on this list: http://www.miata.net/faq/miata_publications.html

It's not a difficult job, but it's important to do it correctly.
