the horn relay is located under the dash, behind the fuse box. You will have to look for a small connector with three wires coming out of it. The wires will be red, blue with a black stripe, and red with a green stripe. It is very hard to get to, you will probably need to loosen the fuse box to get it easier. !!
The 98 Montero sport has 2 fuse boxes, one for for the internal electrical components and another for the engine. You can't miss the one for the engine if you open the hood... The interior fuse box is to the left underneath of the driver side(US). the visible part is a top of about 4 x 3 with a blue diagram. Pull this top of and that's it!

There are three. One under the hood and one on the right wall side of the lower front passenger side dash. Third one is in glove box take off the bottom plastic to get to it.

Cabin fuse box is on the drivers side under the dashboard, close to the kick panel. Move down towards the front of the car from the hood release. Main fuses are under the hood, along the fender wall.

Yes there are two fuse boxes. One in the engine compartment main fuses that control more than one thing. The second is in the passenger compartment under and I mean under the dash on the drivers side wall. Get a flash light it is a retangular black box, follow the wires to it.
