I disconnected the battery cable and pulled the BCM fuse and the system reset and the door locks are working fine again.
I also got my power door locks working. I pulled and reinstalled (but did not replace) all fuses and fuse blocks (but not the relays). The locks started working after that.
I'm not sure if I'm using this site correctly as I'm new, but I found that disconnecting and reconnecting the lamp and horn relays fixed my same issue with the locks.
Several people suggested resetting the fuses under the hood, and it worked. Others tried unplugging and plugging back in the battery and that also worked for them.
I tried the suggestions and it worked for a short time, but now the locks are not working again. Funny thing is that the rear hatch locks still work, but all passenger and driver locks do not. Time to take it in and have a pro fix them? Resetting the fuses and relays doesn't help anymore.
The power door locks on a Dodge Caravan can stop working if the fuse is bad. Check the power door lock relay fuse that is located in the engine compartment on most Dodge Caravans. It should be next to the battery.
Remove the relay or fuse for the door locks.
The IOD fuse is on the left side of the fuse box under the hood, is a 15 AMP fuse. Without or blowed fuse, the radio would not work, power locks does not work, accessories light would not work. This information is for a 1999 Dodge Grand Caravan.
bcm is the body control module, it controls power locks,doors and other electronic accessories inside vehicle. cheers!!!!
The relay for the locks is usually located in the fuse panel (usually lower left of the steering wheel) and is one of the larger rectangular boxes plugged into the fuse panel.

Unplug Battery for 10 minutes. BCM issue. Not sure on original cause. It is normally due to a software bug in the bcm. The dealer can flash New software into the bcm to correct the problem.
It controls most of the interior electronics such as lights, wipers, locks, theft alarm, etc.
