the fuse panel is located behind the kick panel on the pass side, just below the dash.(to the right of where your feet sit in the floor board) there is also another power distrubition panel under the hood next to the battery.

there is no fuse marked brake lights on jeep cherokee's if you have no brake lights and all bulbs are good your problem is the brake switch mounted on your brake pedal, about 30 bucks
