The fuse for the controls on the seat heaters in an automobile are relay switches that are inside the engine compartment on most vehicles. There should be a bank of relay switches, either on top of the battery or very near it.

The fuses and power supply controls for the heated seats are behind the e-brake in a black plastic box. a 50amp and 30amp fuse are in there. In the fuse panel on the drivers side of the dash there is ing30 fuse.

The fuse is in the passenger side kick panel, in the fuse box with the rest of the fuses. It is fuse #12 and is partially hidden by the kick panel. Is is on the edge of the fuse box towards the door. The diagram for the fuses is on the inside of the fuse box cover you remove to get to the fuses. The same fuse also supplies power to the heater control panel, so unless your heater control panel is dark the fuse is not blown. There are also relays that control the seat heaters--one under each seat located on top of the upper seat frame rail.
The standard Fleetwood did not include seat heaters, however the Brougham option package did. This was consistent from 1993-1996.
On the estate the fuse for the seats is in the fuse box in the rear loading bay on the LHS under the first aid box cover. It is a 30amp fuse. I believe the fuse box is in the trunk/boot on the sedan.
