The blower "relay" on the Cherokee is attached to (from behind) the 4-position fan speed switch on your dash panel. Remove the dash cover and the 4 mounting screws to the heat/AC control, pull it out and you'll be able to unbolt the relay from behind the fan switch. It has 5 prongs, either 4 or all 5 will have wires leading in. Sometimes the term relay can be misleading, it can also be a square-looking black box with prongs and there are a bunch of them in a relay panel under the hood, next to your washer fluid reservoir... In my experience (I have a '93 Country edition and had a '92 prior), replace that piece only if you see visible signs of corrosion or damage. If your problem is for example, the heater only works on high or it only works in one of the 4 speed positions, chances are more likely that the heater resistor needs to be replaced. If the blower itself isn't working, you'll have to test power leading to the blower motor or repair/replace the blower motor. You can check the blower motor by unplugging the wire harness and connecting a jumper wire directly from the battery positive terminal to the blower motor.
