The question is probably trying to determine "In which countries is atheism most prominent?" Atheism is on the rise in Europe. Also, in some dictatorships (North Korea is the first that pops to mind). Religion is illegal there, so atheism is very common in such nations. About 15-20% of Americans are atheists.

Most Scandinavian countries have a state religion, but the majority of people are atheists or agnostics. So if you simply look at how large a percentage of the people belongs to a church, you would not get a clear result. In Scandinavia a large percent of the population belongs to a church but at the same time a large percentage does not practice religion in any way.

According to Wikipedia, the five most secular (non-theist) European countries are Estonia, Czech Republic, Sweden, Denmark and Norway.

The governments of many countries are secular and religion has no official role in their government although their may be references to oaths and God in their constitutions and rituals, these would include China, Russia, America, Canada, etc. Secular should not be confused with atheist.

Some countries are openly theocratic where religion is blended with the government such as the Vatican, many Arabian countries and so on. Theocracies are not atheist.

Some are a mixture where, like Great Britain, the head of state is also the head of the government but the day to day rule is mostly secular.

The populations of the world's countries are mixed as far as the religious positions of their citizens ranging from several European countries like Sweden which have a high percentage of atheists to the Vatican which is almost all Christian.

In recent history Albania was the only exception to this rule. During the totalitarian regime which began after World War II, religions were banned altogether under the Agrarian Reform Law of August 1945 when most properties of religious institutions were nationalized and many religious leaders were executed or expelled from the country. Additionally, in Article 37 of the Albanian Constitution of 1976, it stipulated that "The state recognizes no religion, and supports atheistic Propaganda in order to implant a scientific materialistic world outlook in people." However in December 1990, the ban was lifted in time to allow thousands of Christians to attend Christmas services.
