It is located on the throttle body, right by the throttle plate. It's purpose is so that the PCM can keep the engine idling when you have you foot off of the gas. When the gas pedal is not being pressed, the throttle plate is closed, so that if there was not some way past the throttle plate the engine would die, because there would be no air getting into the engine. The IAC is an air bypass around the throttle plate. It has a variable valve(pintle) inside that the PCM can control to be able to control the idle. With the PCM controlling it, the idle can be kept at pretty much the same constant, even though engine demands may change, like AC on or off, transmission in park, neutral, or drive, etc.
Try to take it off and clean it first, If you know where it is located, it is very easy to do. Take off the two bolts that hold it in place and turn it over you will see a small shaft this shaft moves back and forth to open and close a diaphram, clean it with wd40 and scrap the black deposits from it and wash it out good with wd40.
Based just on looking at a photo of the idle air control (IAC) valve, it appears to be pretty straight forward- 2 small mounting bolts and the wiring connector.
