It is located under the plastic radiator fill tank They only cost about $7 to $9 for the sensor as I bout one today for a 96 Cavalier 2.2

The Dodge Neon does not have a MAF (Mass Air Flow) Sensor. It does, however, have a MAP (Mass Air Pressure) sensor located on the intake manifold between the two left runners.

The tensioner bolt for a 96 Cavalier is in the pulley for the tensioner. The tensioner is in the middle of the front of the engine.
