I just found it on my daughters 1999 with a 2.2 liter engine. It is located on the driver's side, front side, of the radiator at the bottom. If you lay on the ground in front of the car, and push up the rubber body piece under the lower grill on the drivers side, you will see a round green piece with small ears, I thought you had to twist it, but it is not threaded in, it is popped in with an "O" ring. just grab it with small pliers and gently pull it out and the antifreeze comes out a side port and I used a regular open-faced oil pan to catch everything, it just slid right up under the car.
The 2003 Chevrolet Cavalier radiator drain petcock is located on the bottom of the radiator. The drain will be towards the right side of the radiator.

there is a petcock on the bottom of the radiator, passenger side. it is tricky to get to, but it can be done.

There is no DRAIN PETCOCK on the radiator , You have to pull the lower hose to drain . Thanks GM designers someone asleep at the wheel.

Should be a drain plug at radiator either in rear or bottom
There should be a radiator drain on bottom right side. turn it until it stops then pull out on it.
Should be a drain plug or petcock at the bottom or rear of the radiator or remove the lower radiator hose The petcock or drain plug is located on the driver's side at the bottom of the radiator. Turn it counter-clockwise to drain.
There isn't one, you have to take off the lower radiator hose.
