my best guess would be in your fuse box under the engine, not in the one in car, the switches are bigger.
The turn indicator relay in an Audi TT is integrated with the hazard switch. To replace the relay you would need to replace the hazard switch.
best way to test a relay is remove it from board, get a 9v square battery and touch the switching terminals on the relay, the relay should click if its working. You can then test resistance through the relay. You can also check the feed to the relay, if theres pwer to the switching terminals on the relay, chances are the switch it ok. If no voltage, switch or wiring.

An Audi A4 1999 hasn't a relay switch. There are control modules located at each door instead. If windows or doors need repair examine fuses first.Ê
My research to date finds that the turn signals and hazard signals are controlled by a common relay. That relay is behind the hazard relay switch. My 2002 Audi A6 has the same symptoms you describe, and I will be removing the hazard switch to get at the relay for replacement. Good luck.
