Depends on what kind of safety you're talking about.

I'd say Montecito, but there's a lot of drunk driving and trustfunds spent on drugs.

I'd say the Riviera or Mission Canyon, but there's a lot of fire danger.

I'd say Goleta, but... I simply just don't like it.

I'd say the Mesa but there's dangerous fog.

....it REALLY depends what kind of safety you're talking about.
