The belt tensioner is right in front of your alternator. You will see a big long screw going down in front of the alternator and to the left and underneath the screw you will see a bolt. Loosen the bolt and then loosen the screw and the belt should come off when you loosen it enough. Just did it not long ago on mine, very simple process.

Begin by loosening the tensioner pulley. Slide the tensioner pulley to the right. The power steering belt will become loose and can be removed. Put the new power steering belt on and tighten it by sliding the tensioner pulley to the left.
There is only 2 tensioner pulley on a Dodge Shadow 2.5L and that's right above the belt that drives the water pump and alternator... that tensioner pulley opperates the AC Compresser and the other one goes for the timing belt.

Put a ratchet on the tensioner pulley bolt... set your ratchet on "loosen" turn the tensioner pulley and assembly upword... hold it there and remove the belt... DO NOT LET GO OF THE RATCHET AFTER YOU REMOVE THE BELT slowly let the tensioner pulley move back to a resting position...
It's on the front of the engine and the belt rides on it's pulley, it's the pulley that you have to release to get the belt off.
Remove the belt, then remove the bolt in the center of the spring tensioner with a 15mm wrench, install new one

On the belt routing diagram under the hood (near the grille, but under the hood) you will find the location of the 'tensioner' pulley. You need to get a 15mm socket and place it on the bolt on the tensioner pulley. Then use a ratchet to put clockwise pressure on the bolt to loosen the tension on the belt. This will allow you to remove the belt from the idler pulley, remove the bolt, put on the new pulley. Now put clockwise pressure on the tensioner pulley again to put slack in the belt so you can slip it around the new idler pulley. You're done.
Put the serpentine belt on to the pulleys of your 1994 Chevy engine. Tighten a serpentine belt with the tensioner pulley.
The tensioner pully is just to the left of the alternator. It is an arm with a round pully on the end of it. It has a square 3/8 ratchet attatchment. It is about 7 inches long.
