After an hours worth of hunting I finally found my flasher on a 1997 Cadillac Seville. Hopefully this will help the next person.

1 - Remove the two screws holding the plastic cover just above the pedels. 2 - Remove the steel plate (4 screws) just above the plastic cover. 3 - By un-snapping (pulling down) remove the middle cover just under the steering wheel. This is the cover you see when you are in the car. 4 - Don't bother with the white plastic strap holding everything together at the steering wheel, because from trial and error, the flasher is not there. After you removed the last cover (#4), look to the left (near your knee when driving). The flasher is mounted with a clip on a piece of steel. No special tools, just slide the whole assembly up and then there is enough wire length to bring it towards you to replace. My new flasher was available at NAPA for about $13.00 My old flasher was making louder than normal clicking noizes and then the blinkers stopped all together. I replaced the flasher and "bang", the blinkers are working. Good luck! Brian
I have the same issue with my 93 DeVille as the orgional question and I see the answer for a 97, but is the 93 different? From what can find on line from the local Public Library, the hazard is to the right of the stearing column (I found the hazard) and the turn single flasher looks like it is above the fuse box, but I can not see or feel it up there. It loks likeit is comming off of the wires that goes into the fuse box.
found it for my 93 deville:
We (my mechanic ) did find it today. It was located behind the fuel center display panel. No need to ever go under the dash and dig through all of the panels and wires.
