I don't believe this exists anywhere in The Bible. However, there are several references to the treasuess of this world passing, and to cling to the treasures of God which are forever. Perhaps that is what you are thinking of.
"This too shall pass" is not scriptural. It is, however, a phrase occurring in a Jewish folk tale involving King Solomon. The phrase and its associated ring story were made popular by Abraham Lincoln in 1859 during his "Address Before the Wisconsin State Agricultural Society, Milwaukee, Wisconsin."
"This too shall pass" is not a literal Bible quote. It's an adage that's derived from the overall biblical teaching that everything in and about this world is temporary ("Heaven and earth will pass away..." - Matt. 24:35), but the exact phrase doesn't appear anywhere in the Bible word-for-word.

Actually it says the Old men will dream dreams. The scripture is Acts 2:17 AND IT SHALL COME TO PASS IN THE LAST DAYS, SAITH GOD, I WILL POUR OUT MY SPIRIT ON ALL FLESH: AND YOUR SONS AND YOUR DAUGHTERS SHALL PROPHESY, AND YOUR YOUNG MEN SHALL SEE VISIONS, AND YOUR OLD MEN SHALL DREAM DREAMS
