The baby is still very small. As it grows it will grow up higher.So basically part of the baby will always be low where you feel it now. As it gets bigger you will feel movement up higher. I'm sure you have had an ultrasound done and nothing is wrong with the baby, so as long as the baby is moving its a good sign.
