Well, in many episodes you will see a Indianapolis Colts poster or flag; So I would assume it could possibly take place in Indiana. However; In one episode, Hal says that is hasn't snowed in years, and I know it snows quite often (during winter) in Indiana, so it is rumored to take place in California The true state was specified, I assume it's how you look at it.

Frances also went to school at fictional Marlin Academy in Alabama and they referred to it being an eight hour drive from their house, Frances said it was an eight hour drive home. This wouldn't allow it to be California.

They would live in California, but it was never actually declared in the show. In the episode "Traffic Jam" at the scene where Lois is yelling at the road workers "Let me clear something up for you, this is a car wreck, do your job!" you can clearly see the front license plate is a white background, blue text for the letters and blurry red letters on top which would say California. For proof, the license plate number is 4WJC280. An extra fun fact is their last name is Wilkerson.

I really liked how the writers purposely kept their information private as a running gag. The license plates appeared to be designed like California yet said the "Cherokee State" on the plate which does not exist. I always imagined they lived in the mid-west.
