He was from Lystra which was a colony of the Roman Empire. It is unclear whether or not he was an actual Roman citizen. According to the Bible, Timothy was a young man living in Lystra when Paul came through on his preaching tour, so most likely was born in that area as well, though the Bible doesn't say specifically.
