It is not known with any certainty where or even when the Apostles' Creed was written. Phrases resembling parts of the Creed appear in writings by the Church Fathers in the early centuries of Christianity. But a full document does not appear in a form resembling the present Creed until sometime in the 8th Century.
Catholic Answer:
The Apostles Creed was originally composed by the 12 Apostles, each one contributing one of the 12 phrases. It was passed down in tradition until about the year 390 when it was put into writing during a council in Milan, possibly by St. Ambrose himself, and presented as a letter to Pope Siricius. It was probably in response to Arianism which denied the divinity of Christ. So, the Creed would have originally been composed in the Holy Land by the Apostles and put on paper in Milan, Italy, sometime later.
They wrote the creed in Nazareth.
