The weight of the story above resting on the top of the arch is transferred down each leg to the ground, instead of pressing on the lower story. The Arch is also what makes a Dome. Just think of 360 arches running through a common point at the top. The entire weight of the Dome is transferred to the walls of the building, and down into the ground.
