In short, yes. With poppy seeds you can grow the opium poppy plant but, that will not give you opium right away. Once the plant has grown you must extract the opium from the poppy in order to have raw opium. Note: you must have special seeds and I'll leave it at that.

It should be noted that while many governments may allow the growing of any poppies when done in a way that's obviously only ornamental, that any attempt to actually harvest opium, even a tiny amount, from poppies is a felony in the United States and many other countries.

Poppy seeds themselves do not contain opiates. They may have some amount of opiates on the surface on them, rubbed off from the pod that contains them, but the pod itself is where the vast majority of opiates reside.

Up until about 10 years ago, many culinary poppy seeds were not really washed and so would sometimes contain a significant amount of opiate dust on them. More recently, however, most major providers of culinary poppy seeds wash their seeds to dramatically reduce the amount of opiates left on the surface of the seeds.

As far as varieties go, papaver somniferum (aka the opium poppy) is the primary source of opiates. The breadseed poppy, which provides culinary poppy seeds, is one subspecies of that species of papaver somniferum but there are many others selected either for their beauty of concentration of opiates. The breadseed poppy does produce opiates, but other sub-species are generally used when dedicated explicitly for opiate production. The current varieties being used in Afghanistan can produce over twice as much opium per plant as compared to something like the breadseed poppy.

Other varieties of genus papaver include papaver bracteatum, which produces a non-narcotic opiate called thebaine, and the popular papaver orientale, which can produce some opiates depending on the sub-species but in much smaller concentrations than papaver somniferum does. There are also many other types of poppies that produce no opiates at all, including the California poppy.

I'm guessing you're trying to grow poppies. You can find order them on the internet. Just do a search for "papaver somniferum seeds" and you'll find some sites. Some hardware/gardening stores sell them, but they're somewhat uncommon in real world retail stores.

If you just want the seeds to make poppy seed tea, you can find them at bulk food stores for about $3 a pound. These may not grow if you plant them in the ground as some of them have been sterilized (but not all are). If you try to use seeds to make poppy seed tea, be very careful with dosage as potency fluctuates greatly, and be aware that at least in the U.S. most major providers of poppy seeds now wash the seeds, removing most of the opiate dust on the surface that would be the only source of opium from seeds - there is no opium inside of the seeds.

Why grow it when you can just get poppy seeds from the store, has to be natural food stores cause they usually sell poppy seeds by the ounce in bags. Then make poppy seed tea! Totally legal! But be careful, making a batch could be very strong and you could OD. Sip the tea slowly and when effects hit, then stop drinking tea.
