This question should be answered as honestly as possible as it relates to the business you are interviewing for. Typically, employers want to see people who are motivated, so if you are interviewing for a sales position, a good answer would be, "I would like to move into a sales management position". Or if you are in a technical field, you could say, as I do "I would like to stay technical", or move into R&D.
When you are asked this kind of question, the employer is asking about your future plans. What are your career goals: what do you think you will be doing in five years? The employer wants to know your plans and your hopes, which gives some useful information about what kind of person you are-- do you have ambitions and dreams, or do you just want any job and have no plans to improve or move up. Asking about your future ("where do you see yourself" means "what do you predict that you will be doing) is a normal part of an interview.
