Yes. JROTC has no effect what so ever on what branch you join when you get to College ROTC than it might dictate what branch you join but only if you are going to a military academy like the naval academy or westpoint.
I joined the Army to get the military service time that i needed to join the Coast Guard. If you're looking for a military career, you should look at a different branch of service.

If you are trying to get into the military some small petty crimes can be waived...it also depends on what branch you are trying to join. But the answer to your question is def. no. You can not join the military when theres a felony on your record.
They joined the BEST branch of the military, The United States Marine Corps. (I am not biased or anything having a daughter in the USMC and a husband too.)
unless you have a hook up or pay for an expungment you can not join an military branch with any felony
