Which direction should the toilet paper roll face?

Answer:
The roll should dispense over the top to the front. This is easier to see and to grab the end of the sheet. The paper's embossion and/or printing is a clear indicator of the manufacturer's intention of installation direction, as these favor the outside of the roll.

If you have children it is probably better to install your toilet paper so that it dispenses over the top to the back, as this prevents them from batting at the roll and creating a pile of toilet paper underneath it.

Correct, the next sheet available is always facing the next customer.

In addition to the above, placing the TP properly "over the top towards the front", prevents the TP from contacting the wall / cabinet which often has condensation from showers, sinks, etc. TP contacting the walls will absorb moisture and end up making a mess.
