In the United States, laws are enacted by Congress (the legislative branch), which will normally announce the status of bills that are being introduced, debated, and voted. When these bills are passed, they go to the President for his signature. Officials of either the legislative or executive branch may inform the public. The duty to interpret and rule on the applicability on new laws falls to the judicial branch, which are US federal courts.

Both these laws and any regulations regarding their enforcement will be promulgated by the executive departments and agencies which are tasked for their enforcement. For criminal laws, this would be the Department of Justice. Civil laws would be the responsibility of the other Cabinet departments
Other than their official publication, there is no individual agency or branch of government which is tasked with the mandatory responsibility of disseminating information to all citizens about new national laws. Of the many laws passed by Congress, some are so limited in their application that the public as a whole may not be directly aware of them.

A national service training program is usually a mandatory program where young citizens are taught how to be responsible member of society. It is generally a good way for young citizens to learn the history of their country, and to learn their role in the country.
