Originally, the U.S. Navy and U.S. Coast Guard rank of Commodore was the equivalent to the U.S. Army rank of Brigadier General. This was discontinued in 1899 and reintroduced during World War II. It was again discontinued and then reintroduced in the 1980s. Due to confusion of the title with senior Captains who commanded submarine squadrons, air wings and others who held the temporary "title" of Commodore, it was again discontinued. To avoid the confusion, the two services renamed the one-star rank Rear Admiral (lower half) or RDML. The two-star equivalent to the U.S. Army rank of Major General in the U.S. Navy and Coast Guard is Rear Admiral (upper half) or RADM.

The Navy and Coast Guard use a rank system considerably different from that of other military forces. In the Army, Air Force, and Marines, Captain is pay grade O-3. In the Navy, O-3 is Lieutenant. A Captain in the Navy is pay grade O-6, which is equivalent to Colonel in the other branches. Thus, a Navy Captain is of considerably higher rank than an Army/Air Force/Marine Corps Captain.
