Depends on what you mean by Congress. Technically, the Senate is one chamber of Congress and the House of Representatives is the other. Some people, though, refer to the House as Congress and the Senate as the Senate.

If in asking this question you are meaning 'Is the House more powerful than the Senate' the answer is no. The Senate is more powerful than the House due to its powers of advise and consent over treaties and presidential nominations for the judiciary and executive branches.

both are equal in power according to the constitution.. Key differences is the senate can approve or deny a presidential nomination for executive top branches and the power to declare war.. its also more portages to be a senator than a representative because there are only 100 senators and over 500 representatives as well as the length of terms each branch member serves is different.. senate is a 6 year terms and the house is 2 years.

Who has final approval rights congress or senate?

In order for Congress to pass legislation, both the Senate and the House of Representatives must give their approval. Neither is more authoritative than the other. It is also true, in a sense, that it is the President who gives final approval, by signing the legislation, or who withholds final approval by vetoing it (which Congress can override if they have enough votes).
