Depends on the application but rubber, before it sets, can fill in tiny spaces on the metal. As it sets it'll expand and grab onto those scratches, dents or any other type of texture.

Use 'Slime' rubber glue for this.
There are quite a few glues that do this. -My favorites are 'Slime' rubber adhesive and Aqua Seal neoprene adhesive.
