As a general answer i would say a cotton bag is the best re-usable bag as:
1) Its from a renewable source
2) It can be recycled or up cycled
3) It can be washed and used for years and year unlike plastic bags
4) It looks good and performs well.
However, cotton bags are expensive and weigh a lot so they are not the preferred choice.
