There are so many variables to consider in a laptop, speed, price, screen, weight, battery life, etc. I'll only consider the two you have presented here: web design (I presume both code and media) and database maintenance.
I suggest a higher end machine purely due to the database maintenance portion. Look for the following specs and let price be your guide from there.
1. Pentium 4 running at least 2.5 GHz (more depending on your budget). 2. Minimum 256 MB of RAM Max of 512 MB(more than 512 is going to be overkill) 3. Windows XP (if you are a Windows fan) or Mac OS X (for the Mac people). If going with Windows and you need to connect to or are part of a network environment I highly suggest upgrading to XP Pro. 4. Do a lot of coding? Consider one of the laptops that have a wide aspect ratio screen, much easier on the eyes. 5. I think laptops now mostly come with 40 GB drive minimum, you may want to consider more than this depening on how much of your web design and database stay on the actual local machine's drive. Databases tend to get rather large, rather quickly and the media used in web design is no slouch on space either. Consider a machine with a minimum of 60-80 GB of space.
