Slobodan Milosevic was the President of Yugoslavia and Federal Serbia. Milosevic was known as a totalitarian leader, exercising strict control over speech and restricting civil rights within Serbia. He was accused of contributing to the Yugoslavian wars of the 1990s, specifically against Croatia, Bosnia, Kosovo, and Slovenia. He was also accused of engaging in ethnic cleansing against Croats and Bosnians. He was arrested and held by the International Criminal Court. Serbia claimed Kosovo as its own province, making this a controversial question. Kosovo was (theoretically) an independent territory within Yugoslavia but as Yugoslavia broke up, Serbia annexed Kosovo. A series of brutal actions within the province and a flood of refugees prompted NATO to take action to prevent widespread civil war. The Hague commission reported that 700,000 refugees had been forced out of Kosovo. The matter remains controversial, as Serbia still claims the region and recognizes it as an autonomous region controlled by the UN within Serbia's borders. Neighboring countries Albania, Macedonia, and Montenegro all recognize the independence of Kosovo. The Republic of Kosovo is recognized by 70 member states of the United Nations (but not recognized by at least that number). NATO treated Serbian refusal to accept a peace accord quite harshly and initiated a three-month bombing campaign against Serbian military, government and industry. Although Serbian leader Milosevic proclaimed the end of the bombing a 'victory', a few months later his regime collapsed and he was indicted for war crimes.
