Winston Churchill observed that while democracy was a very bad system of government, all the others were so much worse. What he meant was that while democracy is sluggish and frustrating when something needs to be done, that very sluggishness keeps it from going really wrong.
The Greeks condensed about a hundred different kinds of government in three (or six) broad categories, depending on how many people were in power. The VERY BEST was what they called the "Philosopher King," a sort of wise and benevolent Leader. The problem was that the person in power might turn out not to be so wise and benevolent, and that led to the VERY WORST government, a tyranny, or Dictatorship. Rule by a few people was not so good and the best, but also not so bad as the worst. When all (or almost all) the people were involved, they called it a POLITY, and when a polity went south, it became a DEMOCRACY. The difference is that in a polity, people are supposedly concentrating on what's good for the state, and in a democracy, they're focussed on what's good for themselves, so democracy is a less-desirable sort of government, but it's usually the one we get. Fortunately, some of that greed tends to balance out.

Very simple. Democracy allows, or attempts to allow, people to govern themselves and decide how they will live. Theoretically no one is above the law in a democracy. With a dictatorship people are told what to do and how to live, and they have no say in the matter. It is possible for a dictatorship to be benevolent and a democracy to be unjust, but people will often choose democracy over dictatorship, if they have a choice.

No they are still a dictatorship. If the representative aspects of their supposed democracy are fictitious or an invention to facilitate their dictatorial rule they are simply a dictatorship.
