It is a term used to indicate that the steel has undergone proper heat treatment in which case..yes, the steel that has been properly hardened and tempered would be stronger. ∙ 14y agoWork hardening and some heat treatments like quenching make steel harder but more brittle. Tempering, raising temperature and holding it, relaxes the structure of the crystals, reduces the hardness but to a point that is still harder than before the original hardening, and makes the steel tougher (less brittle)
