In the United States government, we have two Houses in the Legislative branch. These two Houses are the House of Representatives and the Congress. By definition, Congress has only two members per state (so, 100 members). The House of Representatives has the number of members based on the population of the states they represent. I think they have around 500 members, but don't quote me on that. So, if I understand what you're asking, the Congress is the house with the least members. I hope that helps. With the consent of Congress, states can do many things. They can enter a treaty, engage in war, and have duties on imports.
By far, the group in Congress that has more members is the U.S House of Representatives. The Senate only has 100 members. The House, however, has 435 voting members.
Not only Congress needs to approve a change, but the states must also approve.
The Articles provided no separation of branches. There was no president or any other independent executive, nor was there a federal judicial branch. Congress, the legislature, was the only branch of government. Laws required unanimous votes. Members elected to congress did not vote as individuals, but as states. While congress did have some powers, it could not enforce its laws on the states or the people. States were permitted to coin their own money. There was no regulation of commerce between the states and states could even enter into treaties with foreign nations and declare war, “with the consent of Congress.” Congress could not tax the states or the people, it could only request funds to run the government.
There are 100 members of the U.S. Senate, 2 from each of the 50 states. The Vice President of the United States is the ex officio President of the Senate and can only vote to break a tie.
Each of the 100 U.S. Senators is elected by the voters of his/her entire state, but each of the 435 U.S. Representatives is elected by the voters of only one of the 435 U.S. congressional districts.
Good question. In all seriousness, Congress is made up of the House and Senate. The Senate is made up of about 100 members, 2 from each State. They are called Senators. Places like Puerto Rico, Virgin Islands and Guam are not states and only have a non-voting seat in Congress, they are often called delegates. The House is made up of many districts and they are called Representatives. Members are supposed to represent constituents in their district. A State is divided into districts based on population. Every 10 years, States are re-districted based on census counts (and Acorn's needs). We are now in the 111th Congress. If you go to www.house.gov and click on Representatives on the upper left hand side, you can select each state on the map and see the number of Representatives. Each one is in a district that is numbered. Some States only have 3 districts some have 9 or more. Depends on population.
The Articles of Confederation was the first constitution and to have new central government. States did not give up much of their power. They only had 1 vote in Congress. However, there was only one branch of the central government and that was Congress. The states still conducted the state government for their state.

This was a compromise made at the Constitutional Convention to please both large and small states. The Senate is comprised of 2 representatives elected from each of the 50 states, making the 100 senators. The House of Representatives is made from a number of individuals on a basis of population. The House originally had 68 members, but as populations increased, it was increased to 435 members in 1911. Congress then made a law, requiring ONLY 435 total representatives.
