Well in Mass., I would say Petsmart. Petco has a bigger selection of fish but I noticed that almostevery fish I buy there dies very fast or has some type of disease. The tanks look a lot dirtier. But it all depends on the store and where you live. Whatever fish looks healthier.
Opinion1: I think none are better. They both abuse their animals and kill them. And they both store sick animals in the back room so people won't see them.
I would reccomend a more personable place in Erie, PA we have a Buzz n' Bees. They are very good to their animals.
Opinion 2: Contrary to the above answers, I have volunteered at "Petsmart Charities" an adoption program for homeless Cats and Dogs.
I have seen the back room and it is just cleaning supplies, a laundry sink and feeder fish (fish used as food for exotic pets) . All animals are spayed or castrated, Microchiped and vaccinated. All ill or injured animals are isolated , removed by the affiliated shelter, treated, and returned.
It is our job as volounteers to ensure each cat or dog is happy and healthy.
Each animal is fed, watered, and receives 1 on 1 attention (a play session and cuddling).
We clean each kennel , litterbox and set of bowls daily and make sure the animals aren't depressed or ill.
no. petsmart is a "genaric" version of petco, accept for the fact that petsmart is also more expensive. GO TO PETCO!! Petco FTW

petco because petsmart is more of a dog and cat store even though they do have fish stuff. Petco is more generalized in pet areas By vivien corrden age 19 New Jersey Petsmart is the better choice because of the better stuff they add in the fish food like iron, vitimine A, vitimine B1, vitimine B12 and calcum the point is you more for less! trust me i have a fish too his name is stripes cause he has stripes all over him:) and I give him petsmart fish food TOO! The betta fish I bought from Petsmart came with fin rot and died in a week.

Yes, PetSmart and PetCo both allow you to bring in your pets.
As far as I know, Petco is very good at taking care of them. Petsmart is also good too. I prefer Petco, because my hometown Petsmart, does not take good care of them. So, it depends on where you live. Basically, it's your opinion. (:
