Barack Obama
During the Lyndon B. Johnson administration, the president began a series of programs aimed at reducing poverty in the US. This "war on poverty" has not been a success. Poverty remains a problem in the US.
Yes, President Hoover failed to meet the needs of many Americans during the Great Depression. His policies focused on limited government intervention and laissez-faire economics, which did not effectively address the widespread unemployment, poverty, and economic crisis. The lack of relief programs and ineffective response to the suffering of Americans contributed to widespread discontent and Hoover's unpopularity as president.

President Lyndon B. Johnson created domestic programs that were referred to as the Great Society. The programs were designed to eliminate poverty and racial injustice.
As president, Kennedy urged Congress to pass laws to help the millions of americans living in poverty.
The Great Society was what Johnson called his package of programs. Among them was his War on Poverty.
The war on poverty was not a military engagement- it refers to the new federal programs designed to combat poverty under the Lyndon Johnson administration. I can't think of any previous programs of similar nature that were called wars. Since then there is the war on drugs.
