Premise of the question is wrong. There were many (G. W. Bush, Clinton, Reagan, Washington, Lincoln, etc. etc). Grover Cleveland is the only one to serve two non-consecutive terms(1885-1889 and 1893-1897). Many have served just one term. One, FDR, served 4.

Grover Cleveland (March 18, 1837 - June 24, 1908) was both the 22nd and 24th President of the United States. Cleveland is the only President to serve two non-consecutive terms (1885-1889 and 1893-1897) and therefore is the only individual to be counted twice in the numbering of the presidents.

Cleveland was elected in 1884, defeated in 1888 and re-elected in 1892.

Grover Cleveland was the twenty-second and twenty-fourth President of the United States, the only person to serve non-sequential terms. He was initially elected in 1884, but lost reelection to Benjamin Harrison in 1888. Cleveland actually won the popular vote in 1888, but lost the critical states of New York and Indiana by less than 20,000 votes. He returned in 1892 to defeat Harrison.
