Quazulu Natal:
From a logic point of view I would say that the biggest Bantu tribe, the Zulus, in Quazulu Natal would have the largest percentage of poverty.
However, the province Quazulu Natal is a kingdom and its lands are green and more fertile than the lands around the biggest town Johannesburg in the province of Gauteng. Cows in Natal can graze in the open almost all year round.
In South African society a King or tribesmen allocate land to their people when they live in rural areas.
Durban of Quazulu Natal has the biggest harbor in Africa. It will give jobs to many people.
Gauteng:
On the other hand, I don't trust the population statistics of the province of Gauteng which officially has a smaller population as the province around Durban. There are many uncounted and illegal immigrants living in Johannesburg in Gauteng.
Johannesburg has the gold mines, though.
Locals that were born there, generally, don't like to work in those underground mine fields.
They rather starve.
I was told so by an I and T surgeon who worked for many years part time looking after the ears of mine workers. He was employed by the medical and dental council.
There are not enough Caucasian people to employ uneducated or even educated people.
Besides, there are poor Caucasions, as well.
Government offices or related offices and businesses are not enough.
Hospitals in Gauteng are big, though. They employ a substantial amount of people.
However, they also give work to foreign doctors to the best of my knowledge. They are likely to work on conctracts.
Many sections of Hillbrow which was the heart of commerce in Gauteng is not suited for business any more, such as Carlton Center.
This makes me wonder where the majority of people earn their bread.
Rich African people will employ more Bantu people. However, they earn very little, in general.

Shanti towns like Tembisa, and parts of Soweto are made up on a large scale by makeshift housing. Many children have lost parents because of AIDS. Poverty in Johannesburg must be lurking in the dark, mostly, and will be impossible to detect and to count.
The Eastern Cape:
The Eastern Calpe is very big. However, its coloured population of mixed race is huge.
Many have learned, even, before Apartheid years to look after themselves. They also find work in fisheries and on farms or in CapeTown harbor.
Conclusion:
I would estimate that the province of Gauteng with its big city Johannesburg must have the biggest poverty in South Africa.
