The Territorial issues had the misfortune to come out during the 2008-2009 recession which caused a major drop in demand for coins of all denominations. Only 72,800,000 Northern Mariana Islands quarters were struck, making those the lowest-mintage of all 56 designs.
Production of the State Quarters has resulted in mintage numbers of hundreds of millions of each design. It is fairly safe to say that none of them will ever be considered rare. As far as which state quarter has the lowest mintage, that would be the Oklahoma quarter with 416,600,000 pieces. In the State Quarter program rarity is not by the individual state but rather in the varities and errors the 10 year program produced. It is those varities and errors which are the most collectable and the rarest.
The answer will vary from one mint to another, depending on which year you refer to, because while one mint might be the rarest one year, a different mint will be the rarest for a different year.

The current plan is for 6 territorial quarters to be produced in 2009. In 2010, the plan is (or at least was) for 5 coins per year to commemorate one national park in each state (and territory?), effectively extending the "State Quarter" program to 2019 or 2020.

There aren't 112 proof state quarters. There are only 50 proof state quarters, (along with 6 in the DC/US territories). Unless you are meaning you had both the clad (copper-nickel, common) proofs and the silver proof sets. But just about every clad US proof state quarter is worth about $1 or so, silver proof quarters go for about $7-8 or about fifty cents or a dollar above melt value individually.
