The easy answer is room temperature water will boil faster.

Unfortunately, it is never that easy. There are too many variables missing from this problem for a solution. The answer above is assuming that there are equal amounts of water and equal amount of heat is being added to each at the same rate. However, cold water will boil a lot faster than room temperature water, given the cold water is under a burner and the room temperature water is over a match.

This is because the boiling point of water (pure) is a unique characteristic provided that the atmospheric pressure remains the same. It is 1000C when the atmospheric pressure is 1 atm.

So if the same quantity of heat is provided to hot, cold and room temperature water, the hot water molecules would reach the boiling temperature in a shorter period of time, while the molecules in the cold water has to initially reach the room temperature and then absorb heat to reach the boiling point which would require the longest time.
